The fuel cell has an anode, a cathode. The ion membrane as electrolyte is arranged between anode and cathode. The additional electrode (E) is arranged between the anode and the cathode and electrically connected to the cathode by resistor (R). The resistance value is set between 0.1 and 1 Ohm. The additional electrode is made of Nafion (RTM: sulfonated tetrafluoroethylene) and Platin or Ruthenium carbon supported catalyst. Independent claims are included for the following: (1) method for operating fuel cell; and (2) method for manufacturing fuel cell.
