The cover layer covers the total substrate in panel form or individual permeable pores in membrane form. The cover layer is made of polymer, oxide, gel or biological membrane. Independent claims are included for: (1) procedure for manufacturing porous substrate with impermeable openings; and (2) electronic component for generating periodic pulsation under constant direct current voltage.
