The intention is to specify a passivation layer for TCO layers which ensures an - in comparison with the prior art - even further improved conductivity of the organic layer perpendicular to the TCO layer. A passivation layer is proposed, comprising a monolayer of aromatic molecules with dipole moment, in which the aromatic molecules forming the monolayer are molecules of axially substituted metal phthalocyanine with acid group, wherein the metal constituent is at least trivalent, and the aromatic portion of the molecules is arranged parallel to the surface of the oxide layer.
