This invention relates to a game theoretic system, method and computer program for recommending a deployment strategy for deploying a wireless network. The network comprises a plurality of broadband connection or access point devices shared among users of the wireless network and a set of deployment locations, wherein each deployment location can be served by a corresponding subset of the broadband connection or access point devices to provide user access to the respective wireless network. The deployment strategy is obtained by solving a game theoretic problem formulation between competitor deployment owners, which are each assumed to select a deployment location for providing user access.
