The present invention provides a photo-positive electrode device for a photoelectrochemical cell, and a manufacturing method thereof. In the photo-positive electrode device for the photoelectrochemical cell and the manufacturing method thereof according to the present invention, a base electrode body, which absorbs sunlight to generate separated electron-hole pairs, is made of iron oxide (α-Fe_2O_3, hematite) material, and a polymer catalyst film for oxidation generation made of a conductive polymer material, which prevents recombination of the electron-hole pairs, is formed in a form of a film on the surface of the base electrode body, to improve the photoelectrochemical water splitting efficiency.
